Riot I don't understand
A lot in the community want it and it's the most addicting game mode. Why can't you guys make URF a permanent game mode? It's sickening how it's put on rotation :/. Confuses me why Aram is permanent but URF isn't

There are 17 billion threads about players complaining why URF is not in permanent rotation. I don't believe Riot will do that because they want URF to be something special. We've already had this with Dominion - it was put into the permanent rotation after dozens of community requests, then it was removed again because of no interest of the community in it.
Also they don't want people to create a meta around URF and being a serious tryhard mode. It already happened the first time it was available, that's also why they hade to make it random. (Check ARAM only accounts for instance)
