Just... just 17/2/11 as Ashe got me A- what? like is it because its Ashe or .... just what? I am losing it right now I just can't believe it.

It depends overall how that champion does from the community. Since Ashe is a commonly played champion the requirements to getting a high ranking is much more difficult since a lot of people play her.
17/2/11 doesn't seem all that when you take into account other things for a Adc (whom I assume you queued up as) it also takes your CS, objectives like turrets/dragon/baron. As well as ward placements/destroyed! I'm sure there are other things but for now we don't know everything that it takes into account when trying to get a high ranking.

cs per minute (i went 1-0-1 with galio in the top lane, had 200 cs after a 20 minute enemy surrender, got S+)

fewest deaths, bronzies go ham all the time going for lcs plays.

everything else is very minor in comparison, but these are the areas which influence your mastery grade the most.
Tell you what. I get a lot of S and started to write them down. On Ashe: S+ 17/3/11 - I had to had more farm and %kill participarion since I have 1 more death S 18/3/14
You're scored relative to others players who have used the same champ around your MMR. Master is a relative tern, you can only be master if there are others below you. If players around your MMR have done better with Ashe than you did that game, then you're not master and don't get an S. A- is still good, but maybe other Ashe's had better CS and used their trinket more.
your CS is really bad less than 100 in over 30 minutes you were averaging 2.7 CS per minute.
your damage seems to be pretty low too. The game seems more like your vel koz was doing majority of the work and you just happened to be around to play clean up. he more than doubled your CS and damage
