Ryze's Arcane Mastery Stacks should fall 1 by 1

Ryze is a great Mage when it comes to balance, but I feel as if his Arcane Mastery passive should allow his stacks to drop individually instead of all at once. I think this could lead some Ryze mains to bigger plays. And also simplify his difficulty for new players.
