Can we have the old Banner of Command back and replace its current spot with Zz'Rot?
Since Ohmwrecker is unlikely to get any changes and may be removed, this concept no longer works. However, Riot's said they want both of Aegis of the Legion's upgrades to be viable options for tanks because casters already have so many item options and tanks apparently don't. They also said want a split-push active with defensive stats.
We like the split buildpath locket/Banner offer and a split pushing active's a reasonable pairing with a defensive item. In terms of Ohmwrecker overlap we've never had a version of Ohmwrecker we've been particularly happy with. I expect we'll likely remove it and reuse the name for something else (it's an old 'Refer a Friend' reward reference so we want to keep it around in some form as a result).

There’s just no way around it: Aegis of the Legion is too strong. No amount of magic resist would feel impactful on one champion without being overpowered on five, so we’re removing the aura. With that out of the way, we need to give supports other ways to accomplish what Aegis of the Legion did: protect their team. To do that, we’re introducing a few new items and bolstering a few old friends. More on that in a bit.
But what does Aegis look like without its aura? The Aegis line is for low-level champions who are at risk of deletion, yet are expected to roam and ward alone (supports and utility junglers, that’s you). With assassins running around, Aegis is the perfect buy to feel a bit safer straying into the Fog of War.

Unlike Locket, Banner’s being rebuilt from the ground up. Banner of Command previously built out of a tank item (Aegis of the Legion) and a mage item (Fiendish Codex). This felt fine for enchanters when Aegis was a must-buy, but made Banner inaccessible to tanks. With the number of caster support items already available, we felt it more appropriate to give tanks more options to build out of Aegis, rather than splitting the item’s functions between several classes (tanks and enchanters and the occasional burst mage).

But tanks already have a split-push active with defensive stats, Zz'Rot. So instead of forcing Banner of Command into what it is now, why not make Zz'Rot fulfill Riot's demands and we get to have the old Banner of Command back?
Zz'Rot would have the opposite resistances of Locket (whatever those may be after the systematic changes of the Tank update) and would cost a little less (because 90 < 110 resistances).
Banner wouldn't have the Magic Resistance aura anymore that I suggested here because I doubt Riot would consider re-adding it.

However, they might consider bringing back the Health Regen aura. Their reason for removing it back in patch 5.16 was because they thought it was what was making Aegis of the Legion so powerful. A nerf and then the removal of the Magic Resistance aura might prove that Riot considers otherwise nowadays. Also, the Health Regen aura worked fine when it was standalone on Emblem of Valor.
As it is now, Aegis of the Legion (and Locket, which we’ll get to in a moment) are mandatory against teams with even the slightest penchant for magic damage, due to the ambiguous but powerful nature of it’s health regen aura. Changin’ up the build path and stat-lines to be more attractive to low-income supports, but less generically powerful.

So the new-old Banner of Command would either look something like this:

- 75% base Health Regen

or it would cost a little more and also offer a Health Regen aura (that also heals minions).
