Mistake on Snow Battle ARURF?

snow battle urf got launched with a tons of different champions but there is a champion that isnt in the game mode he kinda has a winter like skin its garen, garen has a skin named dreadknight and if you look at the splash art there is some snow so it kinda is a winter skin atleast it is most likely to be than Toy Soldier GangPlank :P
