Can we tweek how provisionals works to stop Late Year Silver Exploiting?

So any old timer player knows this exploit.

You wait till the year is almost over, and even if you go 3 and 10 in your provisionals you will be placed in high bronze or low silver. This is honestly a terrible exploit and it makes life very hard for silver elo. I am not blaming my loses on this, but you can tell very clearly when someone on your team is clearly not a legit silver.

-They flame more -They feed to the point it's unreasonable -The itemization is very very sloppy -They suck at farming

can we just make a clear cut and dry system that works like this

3 wins or lower=Bronze 4-7 wins=silver 8-9 wins=Gold 10 straight wins= high gold

Than you can adjust it minorly based off what they player was last season Just this system where if you avoid ranked games till the end of the year and are automatically given silver is just ridiculous.
