Low ping and high FPS but weird lag and screen jitter while streaming?

hey guys I've been streaming for a month or two and I've always had this problem where, like the title says I have good ping and good fps but the game still seems laggy and the screen seems to take an extra few ms to render causing a jittery effect that is very hard to play with. I've done all the optimizing riot suggested when they posted about this but nothing helps. I've set my streaming quality as low as possible to see if that would do anything and it didnt change anything. I never have this problem while not streaming. I usually run 150-300 fps and about 80 while streaming, with 60 ping constant. I use the most up to date OBS studio. Help please :)
