Can we just admit that the masteries still need tuning?

Thunderlord's Decree is still used a majority of the time. Deathfire Touch still feels extremely underwhelming. Stormraider's Surge is pointless. Windspeaker's Blessing just plain skewed everything about healers, making Alistar receive nerf after nerf while Soraka became even more pick/ban. Strength of the Ages feels worthless for anyone but junglers, while junglers can't fully benefit from any of the keystones except for SoA, TLD, and Warlords. (Contributing to the problem with TLD)

And that's just the keystones. Natural Talent feels worthless. Both Battering Blows and Piercing Thoughts are underwhelming. Runic Affinity might as well not even exist because its utility is debatable and pales in comparison to the other options. Explorer is... no even cares about Explorer. Perseverance has little to no contest against Insight.

Can we please just fix this mess already? You know, so that we don't end up (eventually get done taking your sweet-ass time with) balancing champions around it?
