Regarding the last "Ask Riot" - Limited Skins

In one of the recent "Ask Riot"-sessions there was the question if skins like Urfwick will be added to the Hextech Crafting system. Riot answered that they would like to maybe add some of the skins, but not the "achievement based skins" like the Victorious ones. Also they mentioned that they do not want to discriminate the players that already got these skins and like them because of how rare they are.
As an avid collector of skins, I'd like to see this issue resolved, so here are some ideas:
Let us craft them through the Hextech system, like Hextech Annie, so that they still remain rare. Maybe even deactivate the re-roll feature for these skins, so that we really have to get 10 gemstones (or whatever you choose to get the skins) and can't work around.
Make the skins achievement based, that way you could even bring back the previous achievement based skins. Of course the achievements shouldn't be that easy, but let us work for our skins. You could even link this to the Hextech Crafting system, like with the Mastery 6 and 7 token: If you get the achievement, you get a (random?) limited skin token and with x orange essence you can permanently unlock the skin. Achievement example:
2.1 Link it to the Mastery system: Bring x champions to lvl 5 --> get a token. Bring another x champions lvl 5 --> get a token. Bring x champions lvl 6 or 7 --> you get the idea. This way you could make it so that you need a couple of token to unlock the skin, like the Mastery system.
Let them be in the shop. Not permanently, but once in a year for 3 days and for a really high price (like Ultimate skin price range). The skins still will be rare, as only the players who really care about them, will buy them.
Autmatically unlock them, once a player has achieved everything else on this particular champion (Mastery Lvl 7, all other skins, wards and Summoner Icons that refer to this champion, etc. --> BING, special delivery)
So these are my thoughts, if you got any other ideas, feel free to post them.
