Champion essence for Runes

So I know some people who own every champion in the game, and yet they still get champions from crates, and they have nothing to do with said essence. I was wondering if maybe you could say, make it so champion essence can be converted into a random grab bag of runes. Also maybe add a slot machine kind of thing so if you get too many of the same rune you can, say, input 3 runes to get one random other rune. (This would be once you hit level 30 and can buy the tier 3 runes of course, the other two tiers are not worth it)
