Get banned for 5 min and lose my promos because I didnt lock in dafuq?

I was playing with my friend when I was on gnar but I didn't lock in and with the new rank system not locking in while on a champ counts as queue dodging which is ridiculous if somebody can explain why they did this and if a rioter can answer me. Now it's not to bust afks because you still have to pick your champ so I really can't find a good reason. I don't care about the 5 minutes ban but that I lose my promos because of a new rank system that takes 10 minutes to find a game Silver/Gold ELO, that ticks me off.
