Just a general question why does a champion who functions solely of cdr and spammable abilities have no resource? It doesn't make sense. What is with lane dominators who scale? Mostly Riven why does a Champion with 2 CC abilites 2 gap closers a shield an Ad buff and an execute have no mana? I honestly can't comprehend that design please explain.
you missed the part where she has AA cancels. But the reason why shes balanced is because she has low HP regen. So she should be allowed to have all of this extra shit because she has low HP regen.

If Riven had a resource like mana or energy then she couldn't really function like she's supposed to (given the time between your Q for example).
Riven actually can fall off believe it or not. She's just super reliant on snowballing and making sure her opponent doesn't. If she doesn't snowball, then she's not going to be as effective.
A big weakness of hers is her lack of sustain in both shit health regen and having to buy a lifesteal item if she wants sustain (that last part sounded better in my head I'll admit. She does have pretty bad health regen though).
If she used mana, ~~manamune ~~ tear would be core :P
She has high cooldowns early game. Just beat her ass when she tries to engage you. If she tries to engage on you with her E it's a good time to fight her since she used it to close the gap. Her early game sustain is also pretty bad. You could just pick someone like Malphite and max E and completely faceroll her in lane. You'll soak up all her damage just building tanky and win the fights.
Also if Riven had Mana the costs would have to be so miniscule that it would not affect her as much or they'd have to buff her numbers to compensate that now she has a resource to manage.
