Riot, are we going to bring back the catch-up exp or add a rune that will enable the feature?

Pretty straight, simple question. I really enjoy warding and clearing wards, but I would like to do it on champions that aren't always Bard. Will we see this feature return this season? It's a critical buff that makes or breaks the game for me.
