how weird would it be to calculate sheen procs off base ad before base ad increases?

are right now the most limiting factor to base ad scaling items like
. steraks and sheen items always have to be balanced together, since theyre synergizing heavily with each other. not only does this mean its difficult tune these items individually, but it also makes it impossible to add additional items similar to steraks to the game.
if % base ad increases were caluclated additive before theyre applied, we could have a whole line of base ad scaling bruiser items, and items that increase base ad by a flat amount that could be independently tuned from other ad itemization.
but before that can happen, we need to change how sheen interacts with base ad increases.
