Riot need work report system

Someone not just has a bad game. They got auto filled then pick jg blitz jg Yasuo in rank. They said they are not gonna get banned because they call it new meta or they just feel play some blitz or Yasuo. If those kind people not banned, is this means riot encourage that kind behavior? And someone when they tell u to "k*s" after we report him and it is not working!!!! Pay attention to those people plz!!!!!
