how about when a player is so bad on a champ that champ will be unavailable for selection in the ranked games its like MMR thing on the champ, that you need to win games first using other champ for you be able to play it again for at least 3 games and if you win 2 out of 3 the champ will be available again. Of course in normal games this wont apply so he can practice there all he wants.

Kinda tilting to see players with a good WINRATE on other champ like 56%-70% then when i get to play with them they will be using their champ that they suck with 30%-40% WR, kinda infuriating its like why does it have to be in my games XD.
