Zilean no more Perma Haste/Slow??
Zilean before his recent changes was able to permanently slow or haste a champion, or haste/slow up to two champions at a time with only a short interval where the effects wore off.
His W at rank 5 is 6 sec cooldown, which with 40% CDR brings it to 3.6 secs. Old Time Warp at rank 5 hasted/slowed by 5.5 secs.
This allowed Zilean to perma Haste/Slow a champion. Zilean could also have chose to haste/slow two champions, with only about 2 secs downtime in between. (5.5 - 3.6 = 1.9)
New Time Warp is a 99% movement speed buff or haste. This is one of the strongest speed modifiers in the game, being up there with Thresh, and with Rammus somewhere. It lasts for 2.5 seconds.
Zilean can no longer perma Haste/Slow a target, and neither can he keep on hasting/slowing two targets simultaneously.
In my opinion, I think the ability to perma haste/slow a target was a pretty cool part of Zilean's identity. No other champion in the game could have done that. Though I suppose it shouldn't come as a surprise that it might be gone considering it is a point-click CC ability. And although the duration has been reduced, the potency of the effect has been increased to 99%. So I guess the net change might not be much of a difference in terms of distance coverage, or, even a buff.
But still, I kinda miss that permanent aspect on one of his spells... time, longest time...yeah.
