Jungle is best because his drain isn't really useful in lane with cc stopping it and people just walking away. You mostly just want to farm and gank somewhere every time your ult is up. Go behind the enemy in the fog of war and jump over a wall with your ult then fear the enemy into your team. Fear makes them run away from you so it is most effective if you are between the enemy and their tower to fear them away from their tower.

He's all around pretty bad, but his best position that still see's pro play once in a while is support.

Middlesticks is the way to go with him right now. He is very good vs most of the meta picks. Just never pick him into Cho'Gath.

Fidd is still very good in the jungle and great in a lot of bot lane matchups as support.
