NA Ping issues

So as the title suggest, I've been having ping issues. Since riot has moved the servers to Chicago I had a consistent 39 ping. A couple months ago my ping then change from 39 to 59. At this time it was jumping a bit at this time though to fix the issue I started league as administrator and it fix the issue. Note between this I had always the same internet provider (Comcast). Now it wasn't a big deal and i shrug it off. However as of now it starts at 59 ping and jumps to 150 or more then goes back to 59. It is impossible to play the game when the ping is not stable. I've looked into the Hextech repair tool, updating drivers, firewall blocking, and uninstalled league multiple times. Im playing other games just fine and the ping doesn't change its only league.
