Constant 200 ping

Recently I have had an issue where in about 50% of my games my ping will be stuck at around 200 throughout the entire game. Some games my ping is fine, down at 20 - 30 other games it's 200. I'm Hard wired on Cat6 fiber optic network so it's literally almost impossible for me to lag. This is the only game I'm lagging in, and it even happened at a friends house as well who has the same internet set up as me and never has a problem. So I'm assuming it's something to do with my account? Does anyone know how to fix this? Thanks.
