Idea for a new style adc

So this is an idea I had about an adc that doesn't use mana but a non existent system of "fuel" (the max being 100) This would be an adc that has a weather gun lets say that his q,w, and e are all toggled abilities. The idea is that you are an adc which uses only auto attacks however can have them empowered at the cost of efficiency. Therefore possibly outputting large amounts of damage and cc but having a limited amount of shots available. The cost would be for example, 5 fuel per shot. Now this can also be raised by toggling multiple abilities at once.

Passive: Fuel Efficiency Every time a minion or monster is killed, the champion is refunded 3 fuel (15 per champion)

Q: Fire (toggle) Cost 5/5/4/4/3 fuel per shot When fire is toggled the target hit by a Fire shot, the target receives burn damage over time (scales on ability power)

W: Ice (toggle) Cost 5/5/4/4/3 fuel per shot A target hit by an Ice shot has its movement speed slowed by 5/6/7/8/10% with a decay over 1.5 seconds

E: Lightning (toggle) Cost 5/5/4/4/3 fuel per shot When toggled, each shot hitting a target hit travels through 3/3/4/4/5 targets in close proximity of each other ( does not effect other toggled abilities on secondary targets. )

R: Wind Cost 30/25/20 fuel A skill shot firing in a cone knocking back all enemy targets. After fired the area effected by the spell slows all enemy targets moving towards the initial point of firing.

So thats my general idea on what I could think would be a cool concept of a champion which requires high mouse mechanics due to the lack of escapes as well as understand the fuel cost of toggling more then one ability at the same time.
