Can Ranked carry over Normals MMR?

I'm not saying that your Normals MMR should dictate what rank you are, all I'm saying is it would be nice not to have to play with players at a lower level than me when I play ranked because my normals MMR is higher than my ranked MMR. Playing Ranked is a much worse experience due to this, since you are much more easily frustrated by your own team, and winning against the enemy team often feels very unsatisfactory. If you were at playing a closer level to what you should be, then you could climb faster to where you belong and would feel better about playing ranked. For example, I usually play normals, and get moderately competent people on my teams. In ranked, you wouldn't believe the stuff you see happening. People will do the most mind-bogglingly stupid things, but you can't get anyone else because your ranked MMR is low. Thus, you prefer to play normals with the higher MMR, and you never get out of Ranked hell. I'm sure some sort of compromise can be worked out so that it all works out fair, but I believe this is an issue many players face but don't bring up or even notice that much.
