Give LeBlanc the Veigar & Ryze treatment
By that I mean, make her Q and mimic Q a skillshot. The ratio of risk to reward for her is unbalanced as heck. She's oppressive in lane, a threat in all stages of the game, and makes the game not fun to play at all. All she has to do to harrass in lane is jump forward, Q, R, then E and she's chunked out half your HP bar regardless of whether or not the E hits. And that's a problem in its own regard. WHY do you give an assassin with such high mobility a 1000 range tether? She doesn't need it.
TL;DR - Make LeBlanc's Q and Mimic Q a skillshot. Nerf range on E.
