Idea for an Alternative Quinn Rework

So no one on PBE seems happy with the Quinn rework idea. And from the Youtube coverage and PBE patch notes I've read I understand why. All the ADCs got very distinctive identities. Graves became the burst front line guy, Kog'maw the attack speed guy, Corki the mixed damage guy. Quinn, she got a bird jetpack that gives her a version of the homeguarde moment buff... Over all she got hit harder then she got buffed. Her damage per level got lower while her starting stats got higher, she lost her blind in exchange for an small AOE damage skill-shot, and her passive has a longer timer that is reduced by crit chance. I'm just saying compared to the other ADC's in the game that have distinct unique gimmicks she kinda didn't get one.
Here is my idea for an alternative Quinn rework: Changing the passive to prioritize champions that you had hit within the last 3 seconds keep the crit chance timer reduction. Keep the blind but make it a slightly thicker skill-shot. Changed the ult so Quinn's skills becomes a pure mobility kit while active. Valor picks you up and your Q becomes a wall hop like Kah'zix, your W a dash gap closer like Graves, and your E becomes a dive bomb like a very short range pantheon ult. None of these skill would deal a whole lot of damage (if any), but you would gain silly amounts a mobility. Keep sky-strike as the active ult and Quinn just became that ADC you play when you want to have a near global presence due to shear mobility.
Examples of how to this would work in game: Early Game (Laneing Phase): Quinn Kills/ forces back her lane opponents, then clears the wave. In the fog of war Quinn ults and take the long path through the enemy JG to mid lane. Due to her mobility she makes it to mid behind the enemy mid-laner before the anyone pings her as missing. She Sky-Strikes in, Blinds, Vaults and gives the kill over to the allied mid-laner so he can get ahead and snowball the lane. Quinn then backs and makes it back to lane just in time to catch the large creep wave bouncing off turret.
Mid-Late Game (Objective/ Team-fight Phase): Quinn breaks is helping secure Dragon/ Rift Herald with her JG/ Top-laner when four member of the enemy team show up in mid lane with the fifth split pushing. Quinn has two very good options: A: go to the team fight mid then Ult to try to go defend the pushed turret. B: Go with the JG/ Top Laner and gank the split pusher then Ult to make it to mid in time for the team fight. Both are viable option with this mobility kit.
