What happened to key fragments?

When we switched to the new honor system, Rito said that key fragments would drop through honor in addition to how they drop normally (unless you're honor 1/0) but I haven't gotten one key fragment after a game since switching. Not once. Is it a bug or am I just misreading Rito's messages? [sg-janna]
