I main Shyvana, and after 6.9, just doesn't feel like she does the same damage as before when there was still devourer.
With bloodrazor, looks like she got nerfed by a ton.
WHY?
Now is cinderhulk or bloodrazor better for Shyvana? 
Devourer was a pretty bad item to begin with. It's good that they removed it TBH.
They nerfed Titanic, Devourer, and Shyvana directly to make her pretty balanced
...then they removed her core item (devourer) completely and threw their successful nerfs out the window

Didn't change for me at all since I was always AP Shyvanna. Runic echoes boyz.
Shyvana is still strong. I play her with cinderhulk and sometimes carry the game. Devourer was good but she is good with anything and everything. She scales too well with pure AD or AS or even a bit of AP.
You just need to find build for your playstyle.
I play an attack speed on-hit Shyvana with a little bit of tank so I dont die in the first three seconds of the fight. There for I still buy rageblade and Bloodrazer is icing on the cake.
If you are going the old Titanic tank build, Cinderhulk might be better.
