howmany servers are there for low elo league play?

i'm a vet player of league. I love the game and frequently play when im not working. i play mostly ranked and regular que. it seems of late though that when i make progress in my elo, i'm always at one point or another grouped with players that don't care about moving up the ranks, or just out right bitter from the league the play in. Now and then i check on players who stand out, to see where i stand with them most often it shows they have been playing for some time but just hang out in lower elo for the kicks. my question is whey would riot system group you with players that are 1) not even in your region and a re bad for the games rep ? 2) is there a way to see what rank league the players that you get qued with to avoid the headache of losing ground when you are climbing? please request this added to the ui. we dont need NEW CHAMPS, we need better ways to enjoy your game.
