Its too much with his MS, hop and insane regen from mega gnar, removing this dmg would bring his power to a level similar to most current top laners in all ranks of play
In essence Gnar can build full tank and have dps comparable to an adc
doing that will have Riot just give him more damage elsewhere or more utility elsewhere since he has that power budget free
Gnar is designed to be a top lane bully. You take that away and literally Gnar would become USELESS. Also Gnar doesn't do anything close to the same amount of damage as the adc.
