Bad Team Switch?

Does the system have an algorithm that will insert a given summoner into a bad teams que once he begins to do well? I got my win rate mid up to 87% and was at a 70% win rate with Kayle. Consistently getting competent summoners on my team, not people that carry hard but simply play correctly. Once I carry a handful of games I start getting horrible team mates for an incredibly long streak. So would something exist in their que settings that would involve: Player A win rate% > 60% then group with Players B,C,D,E, whose win rate % < 30%.????? Because I have observed this as fact.
