Riots, reduce CD/mana cost of Swain W

Having a 18 sec CD 1 sec snare with high mana cost and hard to land (people saying it easy to land it, should try to learn to dodge it. With boot tier 1, you can walk from one edge to the other edge).

If you compare this with other champs : Lux and morgana have 11 sec and 14 sec CD for a 2 sec snare with better damage/ratio. The snare also scale.

You didnt want Swain to apply Q full damage, but applying morgana full damage is okay ?
