That wont be enough for him to escape from his current state hes in, they need to also double his penetration passive, and shadows can now auto the enemy whenever the enemy is close to a shadow.
Garbage worst assassin in the game by a mile. Talon craps on him.
Still would be underpowered without his quick in and out assassinate which riot removed for no reason since the assassin meta was dying with the release of cinderhulk.
