You know when people says we need sometimes for people to adapt to the changes

I'm like really? a couple of items and new champions takes what like 2 or 5 games to learn? This isn't a complex game btw this isn't somethings like Street Fighter or any fighting game or an RTS. Buff and changes takes way way way more times to adapt. All you do is read the patch notes/Visualize the items on champion/test it/ play the game.
