Considering past buffs+reasonings Im surprised for lack of pre-world buff for out of meta champs

I know there are sour feelings for the pbe buff towards lee, and history tells us we are likely to get a response of "he is too weak/we want to see him show up in worlds" when it is literally a case of the meta not favoring him.

I am surprised there hasn't been other favored ones that have a history of those out of the blue buffs before worlds when it is simply a case of the meta not as favoring of them. Is this a lesson being learned or are we in for any unwanted surprises again of buffs simply because they are not the top 3 champ choice in pro?
