Major Idea Change for Veigar
I had played Veigar as my first champion before getting bored of him quickly. I suggested these changes in hopes that they "may" go through, but there's probably a low chance of that. The main theme I had in mind for Veigar is a champion who likes to play around with his enemies before deleting them like the classic villain archetype. Anyway to his skill set:
[Passive]: Chaining 3 damage abilities together on an enemy champion within a 2 second timespan will deal magic damage based on their "bonus" 4.0 AD/ 3.0 AP scaling. :: (I decided to remove the absurd 80% AP from his ultimate and moved it to his passive where it's more consistent and fits the idea of "the tables have been turned". I don't think his mana regeneration passive will be that useful since he got mana cost buffs. I also added AD scaling to his passive so he isn't entirely useless against AD Champs.)
[Q]: Now a linear Skill shot that pushes the target back for a short distance. This is not a knock back or stun, it's more like Janna's ultimate but much smaller. Passive: Every unit Veigar kills (Q not needed) grants 0.2/ 0.4/ 0.6/ 0.8/ 1.0 AP. {5.0/ 4.5/ 4.0/ 3.5/ 3.0 cool down} {60/ 70/ 80/ 90/ 100 + (1.0) AP} :: (This skill is Veigar's main laning tool and primary form of harass. I intentionally made the max Q route less bursty, more focused on damage over time with the reduced cool down. This ability is also meant to help you position your enemies into your dark matter or Event horizon if you missed. )
[W]: Now has 2 charges with a one second delay. Stuns targets for 0.75 second. {18/ 16/ 14/ 12/ 10 recharge time} {100/ 140/ 180/ 220/ 240 + (1.0) AP} magic damage :: (W is probably my least favorite ability due to it's unreliability, so I decided upon two changes. First, by having a charge system and slightly less delay, Veigar has more chances of hitting his opponents with it. Second, if Veigar does land it initially, he has a chance to cast it again since his opponents are stunned. I always liked the idea of a falling giant meteor stunning enemies on the spot. Going the max W route is more bursty and allin-ish)
[E]: Reworked completely. So instead of an AoE cage stun, it summons an AoE black hole visually similar to the Protoss's Vortex for 2.5 seconds. Moving away from the center will slow enemies by 99/ 80/ 60/ 40/ 20% depending on distance. Enemies near the center move little bit slowly, but at the horizon, enemies are barely moving. Enemies in the center radius are silenced for 1 second. This ability has a 0.75 warning delay.

:: ( I must say this was an OP ability on an UP champion. However, given that Veigar didn't have any way to defend himself before, it was sort of necessary. Now that Veigar has two stuns on his meteor, we can finally change his E. This allows your w to be used efficiently, but with counter play. If your opponent is stubborn and constantly trying to move away from the center, your W will be easy to hit, but if they move towards the center, they can dodge it, but suffer from a short silence.)
[R]: Now a Skill shot. {110/ 90/ 70/ cool down} {200/ 250/ 300 + 20% of target's missing health + 5% per 100 AP} :: (His ultimate should be mostly used as a finisher move. So now after toying around with your enemy mid laner, you will now end his miserable existence with your ultimate.)
I'm open to any new ideas or criticisms to this kit idea changes. Note that I'm not too sure about the number/ ratio changes.
