Full Reworks are better than Class Updates
Most adjustments they've made in lieu of full reworks have been failures. Either it ends with the entire class receiving heavy nerfs, or their items receiving heavy nerfs. In such a way that not even old fans of the champion will continue to play them. This, of course, comes after the weeks of the class being too strong because Riot doesn't adequately balance test.
Meanwhile, when they do a full champion rework to keep the concept rather than the abilities of a champion the same, they've been spot-on. No full rework has been a failure since season 2. They need to put more work into individual champions rather than these class updates that too often include item changes that are obviously going to be too strong based even on numbers alone.
But they won't do that. It's all about the money. The more the game changes, the less you can win with the champion you've started to like. So you find a new champion to like while they're strong, buy a skin for them, and the process repeats when they or their counters are adjusted so that you buy more skins. It's great marketing under the guise of "failed" gameplay balance. They're doing it on purpose.
