Gankplank is a hyperscaler

I would disagree that GP is a "lane bully." He does punish some matchups pretty hard, but not even close to most of them. His main damage source is so telegraphed and can be outplayed so easily that how hard GP bullies you is almost entirely how well you can dodge/bait his barrels.

To equate Gangplank's laning phase with actual lane bullies like Renekton, Fiora , or Gnar is pretty silly. Although GP doesn't have as bad of laning as someone like Kog'Maw, his laning is still weaker and less safe than Azir's for sure.

"azir was nerfed for this so I do't see why GP isn't either." GP's nerfs in the last year -Barrel armor pen reduced twice (60%->50%->40%) -Ult Cooldown increased -Gold Income from Q decreased -Mana refund on Q removed -Passive damaged reduced And those are just the nerfs I can think of off the top of my head, I think the blast damage on his barrels was also lowered, but I may be wrong.
