Are s8 adc's bad (leave bronze out of this)

I heard what's been happening is games are ending faster. It's gotten to the point where games end at the 25-30 minutes mark much more frequently. Adc's typically don't start popping off untill the 25 minute mark. Sure they may get ahead before then but they aren't super strong until then. Also the sticky bandits proved that adc is fucked with Leona Taric bot. They got to diamond by only playing that duo. So is the early/mid s7 meme adc's s7 suck or are they still good.
