Petition #3 to Riot: Runes Reforged -- "Minor Runes" (Petition #1 Redux)

According to Riot: "Minor Runes are quieter effects—they have a smaller impact on moment to moment gameplay but give you fun ways to specialize your champions. You’ll see effects of all kinds here, including things that help you scale, increase damage or defense, or give you free items, among many others options. Each minor Rune can help you to double down on a strength, react to an enemy matchup, or shore up a weakness."
Riot, please roll over some basic "base stat modifier" runes from our current rune system to the new one. Some champions, playstyles, and rune builds absolutely depend on some of them. For example: 6% Spell Vamp Quints for Karthus Jg, or 4.5% Movespeed for Ivern (especially after his MS nerf).
##My Suggestion
Keep a handful of meaningful and subtle, if not completely 'visually game impactful' subset of our current runes, and transition them into minor runes within the new system.
Examples of critical runes many of us depend on (and how to transition them):
- 6% Spell Vamp (3x Quints) -- Now becomes 3% Spell Vamp (2x Minor Runes)
- 4.5% Movespeed (3x Quints) -- Now becomes 2.25% Movespeed (2x Minor Runes)
- 4.5% Lifesteal (3x Quints) -- Now becomes 2.25% Lifesteal (2x Minor Runes)
We also need other stats like Lethality; Mana Regen; Flat/Scaling HP, Armor, MR; Crit Damage and Crit Chance, etc.
Please consider keeping these (in your eyes) simplistic and "visually unimpactful" base stat runes in the rune arsenal. It's a simple matter of taking their overall "full value" of stats for 9x or 3x amounts, and dividing that into maybe 1x, 2x, or 3x "full value chunks" to compensate for the reduction in available rune slots.
I really don't want to have to play a mini-game of "kill an enemy in order to gain a 2% Spell Vamp Stack", for example. Not everything or everyone needs to be "OMGZ WOW FLASHY BIG MEANINGFUL VISUALLY IMPACTFUL CHAMPION EVENT". Some of us are completely happy (and sometimes need) simple, basic "base stat runes" for our playstyles and champions.
Not everyone is min/maxing their runes for highest efficiency to copycat Challenger builds; some of us just want to min/max base stats for the highest efficiency on our individual champion playstyle/off-meta builds.
