Cox LA Connection

A while back when the portland server was moved to chicago my in-game ping increased ten-fold. Now what i'm wondering is, if the portland one moved and not the LA one, why is my ping still awful after that move? I remember a statement about issues with cox entertainment and their ports or something.

Have there been any updates too this? It's still hard to play when my ping used to be 12 and now it see-saws from 65 - 160 ping with spikes that are very common. My router hasn't changed, my location, nor my internet service. I keep my Adapters up to date as well, I also am hard wired.

So what's with the issue of this ping change?
