Can Nocturne have his mana costs tuned down...

To the level of some of the newer champions? Seriously casting any one of his abilities 5 times will empty his mana bar. In this state, he goes oom in jungle, and he goes oom in lane as well. I know it's playable, but I really would appreciate being able to use my abilities more often than 5 times when facing someone who's been spamming abilities for 5 minutes.
