Shouldn't that be a bug since his ultimate is a wall and they said you can't go through walls with hextech.

you can't go through walls with vayne tumble anymore it was patched a while ago
But then J4 has been the mages' banes for the longest time, about time these mages get chance to breathe and run.
I always thought it would be cool if Jarvan's Ult made a much larger, (like Trundle sized,) arena outside of his normal one if he pulls off a fancy combo into it.
Jarvan's terrain is not a real terrain and is coded as a bunch of minions i think.
If j4 was released today, his ult would have a poppy W around it. Pretty much as simple as that. It wouldn't be the spell it is now
Good, I hate champions that promote a meta in which only champions with mobility can thrive. The counterplay against Jarvan was pick a champion that has mobility. Which creates restrictive metas when champions like that are popular, kind of like what tanks are doing right now. But with hextech protobelt going through the walls, this allows riots to open up new avenues for the champions. Which means they can make him stronger without constricting the meta. I fail to see a problem with this.
