No, you can do it with any carry jungler, including ADC, and and any tank cc supports.

I saw you plan to introduce a penality exp from minions to jungle. Now why not remove those scuttles altogether? It brought nothing in e-sport nor in any regular games. It's determined by champ select lvl2 duel power and/or lane priority. It created 0 interactions in e-sports games so far and none in my games resulting in a just free exp/gold bag running around the map for whoever is ahead already.

The jungle would be much better without that thing. Accepting it was a bead idea and removing would be way better that nerfing junglers again with that penality.
