I thought they didn't balance around worlds, but they do?

Noticed one of the principles they listed on how they approache balance as;

*A diverse meta's good, but not as important as interesting matches.

As a Pyke main, I do not want to see my champ banned 100% of the time because we're buffing an already S tier champion.

...can we not ignore proper balance just to make your tournaments more flashy?
