Is poppy good in low elo ?
I played a lot of games where I was able to dominate my opponents. Is she a viable option to OTP in bronze and silver ?

I would think so. She is a nice safe choice in lane, easy farming and pushing extremely difficult to tower dive.
As long as you don't screw up your ulti and your teammates rage quit.
