Taric Update on the Champ Up Schedule

So on the Champion Update Schedule we have Poppy (obviously) as well as the Juggernauts and Fiora. However, we don't have Taric on there even though Riot employees have told us he's coming around December of this year or a little after the start of 2016. They've said his gameplay has been completely done for some time and now he's going through the visuals and such, yet no Champ Up Schedule placement. I was just wondering why he hasn't been placed on the Champion Update Schedule yet?

Maybe an equal question is how long till a champ hits the PBE/live does an update have to be in order to be placed on the Schedule?
