The Heimerdinger after rework, the win rate go higher than 50%.
The problem is when you are facing him, especially top he is ungankable , when he hit 6, you HAVE NO room to fight because that shitty ult turrent will kill you with his morello .
Don't say that why do you pick assasin bahabahbah... just have to get a soultion that makes him balanced.

I think all his turrets should die when he dies. I've been killed by his ult turret well after I've killed him. Other than that he's fine IMO

If you don't kill his turrets you deserve to die... P.S. if your jungler wants to gank - he can smite the turrets, completely disabling Heimerdingers ultimate. No other champion has so easy counterplay.
But as logn as people keep the bronze 5 mindset "using a skill against his skill is a waste", they're doomed to fail.
He has 2 of the most difficult skillshots ingame with his W and E (and long cooldowns with 18 and 11s). Upgrade your boots early and he'll have a hprrible day trying to hit you.

Heimer doesn't need a nerf. As long as your top laner is pushing his turrets instead of trying to focus on heimer himself then he's easy to get through because the CD on his Q takes so long and he's pretty much useless without them. After that his ult isn't enough to take you down by itself. It's all about knowing "when" to attack him.
