Why can’t bots surrender?

Ok so most of us know already that bots sometimes make their way into our PvP games, right? If someone asks to surrender, bots don’t do anything, which the game takes as a no. Why don’t they say yes by default? Once, I was in a twisted treeline game, and both my teammates were bots. They fed the enemy team, and I wasn’t able to surrender when it wasn’t fun anymore, because the enemy team was way too fed. I told the enemy team about it, but they were still having fun with it, so they refused to end. I didn’t want to have to leave the game, because back then doing so would mean I got low priority queues (I had to afk occasionally). So the bots kept feeding them and they kept diving me, so I couldn’t really do anything. I was stuck in that game for over an hour before the game ended. If I remember correct, it was about 1 hour 20 minutes. It never would have happened if the bots just said yes to a surrender vote.
