Just started playing again and saw the new item and have been curious when do i buy it and who do i buy it on? it seems really strong.

Wish I could give you a more direct answer, but my comment is that I don't really see it built very often. It doesn't have the right offensive stats to be worth while for ADC. It seems like it would be better suited for a bruiser type champ, but they have better things to build than this like the new guinsoos, trinity force, or straight tank items.
I dont know when to build it exactly, but I know its good on Zed and Jayce

The way I see it you basically swap 10% CDR and pseudo damage reduction for 8% lifesteal and the shield.
you buy it for assassins. mid lane assassins usually. zed. talon. i always buy it. first or second item. usually first. for sustain.
A. It is currently buffed on the PBE.
B. When you need an anti-assassin item or benefit a lot from the sustain on physical damage.
Here's why I buy it: never. It's just not a good item right now. Wait until the buffs to it on the pbe go live. Then I'd buy it as like a 2nd-4th item or so on champions that deal a lot of physical damage. So don't buy it on someone that's part caster like Corki, that does a lot of true damage like Vayne, or is entirely a hybrid like Kayle. You want it on someone that deals a ton of physical damage otherwise some other item is likely going to be better.
