Reasons:

-By buffing 's base movement speed will allow him to be much more safer when against AD assassins.

-By buffing the damage to Phosphorus Bomb will allow to poke the enemy champion to death; by adding in a slow to his Q will allow Comet to be more viable.

-By giving a reset on Valkyrie like and will allow him to be rewarded for getting a kill or assist.

-By reducing the cooldown on the initial cooldown on the Package will allow to roam much earlier; by reducing the cooldown afterwards will allow to make use of his package much more often.

-By allowing Special Delivery to ground enemy champions will make it impossible for enemy champions to escape if they are trapped.
