why can jax come back with the 2 right items no matter if he is feeding or not?

so jax is broken this last 2 patches. top he is Tier 1. every game even if he feed. he just rek everyone 1v5 the sec he has 2 items. and in low elo everyone is playing him. and i need to ban graves. so i cant ban him and my team never ban him any every match there is a jax. what can i do? i just cant counter him with anything
